In 2017, the annual sales volume of China's new energy passenger cars in the narrow sense was 556000, with a significant market growth momentum. According to the data released by the China Association of Automobile Manufacturers, in January 2018, the production and sales of new energy vehicles were 40569 and 38470, up 4.6 times and 4.3 times year on year.

It is predicted that by 2020, the cumulative production and sales of new energy vehicles will reach 5 million, bringing more than 248 thousand tons of discarded power batteries. As we all know, a button battery can pollute 600000 square meters of water, equivalent to a person's lifetime water consumption; One No. 5 battery will permanently lose the cultivated land value of 1 square meter of land... In the process of recycling, due to the damage of the battery, it must be properly handled. If there is no scientific and rigorous recycling channel for mercury, lead, cadmium, acid and alkali and other harmful substances contained in rechargeable batteries of new energy vehicles, the damage to the natural environment cannot be underestimated.

On February 26, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Environmental Protection, the Ministry of Transport, the Ministry of Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, and the Energy Administration jointly issued the Notice on the Interim Measures for the Administration of the Recycling and Utilization of New Energy Vehicle Power Batteries, encouraging automobile manufacturers, battery manufacturers, scrapped vehicle recycling and dismantling enterprises, and comprehensive utilization enterprises to jointly build and share the recycling channels of waste power batteries through various forms.

The seven departments jointly issued the Interim Measures for the Administration of Recycling of New Energy Vehicle Power Batteries, which shows that the importance of battery recycling has reached an unprecedented level.

It is reported that the recycling of power batteries is mainly divided into two ways: cascade recycling and disassembly recycling.

At present, some listed companies have built a relatively complete recycling economy industrial chain for waste batteries, and realized their own profit appreciation in the fully closed industrial chain of "raw materials - product application - operation services - resource regeneration - raw materials". This provides a new idea for the industry's previous view that "recycling costs are high and profitability is difficult".

At this year's two sessions of the National People's Congress, some NPC delegates have put forward suggestions on "the recycling of new energy vehicle power batteries", including speeding up the formulation of laws and regulations, building a management system, increasing research and development of key technologies and promoting commercial development.

The monitoring of used vehicles and batteries by vehicle enterprises is obviously limited. In consideration of the environment, this is the responsibility of the entire automobile industry.
